I'll try to do my best, I do want to play with this gun myself cause I've paused my Institute agent character mid-playthrough to make this gun for it :D
And actually I've found some tutorial materials for the animation so I'll try to give it a shot. If I will find out that it will take too much time I will go for help :)
Don't forget there are several bullpup weapons already on nexus with custom animations. You can probably get permission to use one that fits without too much trouble.
As a point of note, while they aren't quite as smooth as some of the others, the animations of N7R's 'BR77' have third person power armour support. Same deal with Scail's 'Light Support Weapon'.
I'd consider putting some sort of glass or screen texture on the green light up bits, even a really subtle glossy texture or frame in the inset would make them look more like some kind of LED display. Scuff marks and distress on the paint job would also be something to consider.
I'm also always a sucker for goofy mid-century wood furniture on weapons, but its all your prerogative. It's looking great.

What are you using to make your textures?
As for the textures, I'm using XNormal for baking and after that just Photoshop :)

I never did like the way the Institute weapons looked, to be honest. This gun would make a nice replacement I think.
