I can see some rich Do-Gooder wearing something like this. Problem is, there ARE no good rich people from before the war.

  The protagonist lives in a 2 bedroom house in suburbia with immaculate surrounds during a resource war that literally brought a civilization to its end up until the moment civilization actually ended. He's probably richer than 95% of the rest of America's population at that point. Then within a month of emerging into a nuclear wasteland, he becomes by far the most successful land baron in the Commonwealth.
