That is a BFG. I used it to kill swan but prefer a 5.56 assault rifle, higher the gun nut perk the better. I couldn't resist a comment here after reading that you thought it was a little OP below.
I love this weapon, my only problem is that it is too powerful compared to the others and I end up using it all the time. I'd like to try something else from time to time. XD

For me it was a legendary gunner something something quite early in my game that dropped a 'Mutant Hunter' Gauss Rifle.
My only critique is the lack of 'oomf' from a hit. But maybe it is in line with the tech. I don't really know.
