Try setting FPSLimitInGame to a value closer to 60 to match your monitor's refresh rate. For example, 144Hz is 72, 160Hz is 80.
Although it is unconfirmed, it seems that there will be no problem in the game if it is up to about 85.

There may be conflicts with other applications that display overlays. Try disabling that application if possible.
if you do not want to disable, edit LoadAccelerator.ini to disable LoadAccelerator's overlay.
DisableOverlay = false to true

FAQ

- Does load accelerator disable achievements?
No. Probably LoadAccelerator is not judged as a MOD, so the achievements will not be invalidated.
Load Accelerator is not technically a MOD; it is like a patch that changes behavior of DirectX.

- If Fallout 4 is updated, should I also update Load Accelerator?
Probably not. Load Accelerator is independent of Fallout4.exe version. It only hooks into the DirectX drawing process, so there is no need to update it unless the Fallout 4 drawing engine changes significantly.
