Most common bug with this mod is "Can't Drive" now with all mods there's going to be outliers with load orders so bizarre it takes a whole adventure just to solve the issue.
This should help YOU better describe your issues so I can hopefully help you find the solution.
Im going to assume you have some basic modding knowledge and bug solving issues.
I can't mind read and guess what's causing your issue if you just say "I cant drive car plz fix" "car no drivable" so if the humvee is not drivable follow these directions for making a bug report or it will be deleted.
Make sure you have the latest version of Fallout 4, and The Wasteland Garage (Garage.esm) is above Humvees of Fallout (modularhumvee2020.esp) in your load order.
I've heard users having issues installing the mod through Vortex make sure the files are all where the need to be
POST YOUR LOAD ORDER or send it thru PM if you prefer, but I NEED to see your load order for this kind of issue since lots of things can be the cause of the "cant drive bug" and your bug report will be deleted if its not included or sent to me somehow.
Check that you are building a DRIVABLE HUMVEE and not a DECORATIVE HUMVEE (Drivable humvee have a turret bot on top and don't have any extra decor, Humvee Decor is a static decoration for your settlement that comes predecorated.
Describe your issue, can you build the car? does it let you interact with it? ex: store items, enter the car but can't move etc etc the more detail the better
Make the bug report AFTER following everything above and get in contact with me on my Discord to get faster help and if the issue is resolved there I'll be able to explain how it was fixed for others with similar issues.

Solution: The loading order has nothing to do with it. The real reason why the Humvees are not drivable with so many people is that the file header for the mod is set to a newer version 1.000000, but many still have the old version 0.950000.

This problem is easy to fix using Fallout 4 Edit. The header value must be changed to the old version, then most Humvees should be able to drive through the Commonwealth.
