Arrange your load order according to DLC release.

02. Anchorage.esm
03. ThePitt.esm
04. BrokenSteel.esm
05. PointLookout.esm
All lvl 0 to 2 perks unlocked at lvl 1.
All lvl 3 to 30 perks unlocked at lvl 2.
Unlock all quest perks.
Removes all S.P.E.C.I.A.L and stats requirement.
Removes all sex restriction (so you can get both action boy and action girl at any sex).
Load this plugin in last of your load order.
Edit: I made mistake on uploading the file, please download it again (New upload as June 26) for the fix version.
