Adds the Silent Hill type climate effects from TheOutbreaks\' \"Silent Hell\" mod from \"Wasteland Moods\" to the DLC\'s.

NOTE TO EVERYONE! I DID NOT CREATE THE CONTENTS OF THIS MOD! I SIMPLY INCORPERATED THEM INTO THE PITT AND BROKEN STEEL. ANY COMMENTS REGARDING THE CLIMATE ITSELF (Fog issues or darkness at night, ect. ect.) SHOUTLD BE DIRECTED TO THEOUTBREAK HERE!

Two files here for downloading. One adds the Silent Hell climate change to The Pitt, the other to Broken Steel.
Areas changed in The Pitt:
The Pitt (Train tunnel to main gate)
Downtown
Uptown
The Steelyard
Areas changed in Broken Steel:
Satalite Relay Station
Adam's Air Force Base
The Citidel (assuming you picked the "bad" ending)
Areas changed in Point Lookout:
All outdoor areas (as far as I know)
The bog with the Punga fruit
