v0.81: replaced locker with wall safe

Content:

An ammunition safe in the Megaton House, above the workbench, using a script that will on demand remove all ammo from your inventory.

As an afterthought, I've set the ownership of the standard
containers in the Megaton House to player....

Installation:
Simply put the esp into the data/ directory of your FO3
installation and activate.
De-Installation:
Remove the esp and remember to get the ammo from the locker,
first
Updating:
For good measure empty the locker before swapping the esp.

Motivation:

Playing with FOOK, there are a lot of different ammo types and I
don't like to carry them all in my inventory, even if they are
weightless.
Instead, I regularly return to the Megaton House, store the ammo
in a locker, choose a new set of weapons depending on what ammo I've
plenty of and only pack ammo for those.
However, unloading ammo into the locker is awkward, more often than
not I press 'A' once too often and end up with all of the ammo in
my inventory.
