Even after dropping the visual settings as low as I'm comfortable with, my FPS still frequently drops from 60 to 30 any time the rain is falling, even in non-complex areas with no NPCs around. Does anyone know a specific setting or tweak that would make a big difference?
My hardware is a core i7 3770 @3.5GHz, GTX 680, and 16 GB RAM on a 60 Hz monitor, so I feel that I should have more than enough power to handle it with ease. The only FPS-impacting mod I have installed is NMC's Performance texture pack. I am also using the Fallout Stutter Remover and the Fake Fullscreen mod.
As far as current settings, I am set on Ultra but with anti-aliasing disabled completely.
