The "MDPL Mass Relay Station" in Fallout 3 seems to be an homage to the Mass Relay faster than light travel device in the game Mass Effect. So I got to thinking, what if the reason we can fast travel in Fallout 3 is thanks to a futuristic teleportation device!?
In this unnamed quest, all you have to do to earn the Fast Travel Perk, and enable Fast Travel, which is disabled initially, is to turn on the power.
Included with the new version of this quest is a new area with unusual enemies.
It took me about 2 hours to complete the quest, starting in Arefu, and sneaking/running first to the MDPL Mass Relay for directions and then to the four power stations and back.

There are four MDPL Power Stations around the Wasteland, not to be confused with the three VAPL power stations which have nothing to do with this quest. The simple, but potentially tedious (or exciting... it's really up to you) quest requires you to visit all four of the MDPL Power Stations, access their terminals, and activate the Mass Relay Nodes before finally returning to the MDPL Mass Relay Station and activating the device to enable Fast Travel and achieve the new Fast Travel Perk.
You can visit the MDPL Mass Relay Station initially and download map coordinates to the other MDPL stations and you may activate the other Power Station "Nodes" in any order.
The new quest expands the MDPL-05 Power Station, which now has its own building, with terminal that must be activated along with the other three, and is guarded by creatures not quite like anything seen in the Wasteland before.
In case you're worried the Dart Gun Schematics are still up at MDPL-05 somewhere.
