   Probably no one is going to answer this comment since it has beeen so long, but this mod ain't working for me.The helmet just doesn't appear in Moira's inventory. Nor in the Tenpenny tower vendor

      Try to sleep for 3 days so that Moira Inventory resets with the new helmet.
