These lovel glasses set up an optic field that renders you almost invisible so you can sneak past all those super mutants. They do have a minor draw back as clothing seems to interfere with the optics and as such the glasses themselves will not render your head nor for some reason your hands invisible

They increase your stealth rating dramatically they also improve your agility somewhat as you are running around naked now except for the glasses and they seem to help with your speech with other people when wearing them as they are so distracted it makes it hard to concentrate and they find themselves agreeing with you.
