I think by putting the quest dialog in choices instead of adding topic it made Shrapnel so he would no longer sell items or repair things. If you've installed carfort and had a similar issue, replace the .esp and it should be fixed.
you cannot re-use this without the original author's consent - I just figured other people might want this fix, but i'm in no way associated or involved in the original content here.
