This is a small fix for The Alliance - Regulators mod. If you don't have it, go download it first. I think it is a must have for good characters.
What this does is makes the empty containers in the game empty again. So no longer will 60+ containers in the game have a William's Beam and 25 Microfusion cells. In the vanilla these containers hold nothing and other mods shouldn't even touch these.
In the Regulators HQ building one or more containers will still have a William's Beam and 25 Microfusion cells so get them there.
Installation

Put in Fallout 3 / Data folder and make sure to load it after Regulators Overhaul.
