Requirements:
Fallout 3 version 1.4 or above for PC
(Although, created with GECK 1.1 using Fallout 1.7 there *should* be no issues with older installs.)

Installation:
Just extract BigTownHome.esp into your "\Fallout 3\Data" directory.

This changes one of the boarded up homes on the east side of bigtown to a home the player can use.
I've been using this as a personal mod for a while now. I finally decided to release it to see what other people think of it. The idea is to keep it simple, there's not much in the way of furnishing or bells and whistles. The interior is divided into four rooms:
Living Room:
Contains some sittable furniture, and a radio that can be tuned to Enclave radio or GNR.
Kitchen:
Contains a stove, a fridge and a broken down water purifier. If your repair skill is high enough, and if you can get the appropriate parts you can repair it to full functionality. With some time, it will convert any Dirty Water you place into the input into fresh clean water. Just keep an eye on it, it draws too much power to put on the home's circuit safely. So after several uses you will have to replace the fission battery. The kitchen also contains an electrical box to toggle the lights in the house.
Bedroom:
Contains a bed, a locker, a gun cabinet and a couple of ammo boxes for your storage pleasure.
Bathroom:
Contains a couple of lockers, the usual bathroom stuff and a first aid box.
The house contains idle markers and "wall lean" markers for any companions you may have living with you. Other than that that's pretty much it. There are no "god" items within this house. Just the usual junk that comes with the fridge and five stimpacks in the bathroom. (Common enough question)

v1.1: +Power switch in kitchen still had some lingering FOSE PrintToConsole commands. Which may cause crashes with folks that don't have FOSE.
