The Prototyp medical Power Armor will give you med - x every time your life points decreases under 33%.
This Armor will give you stimpaks when you are in combat and your life decreases under 33% instead.

Big Guns -5
Life Points under 33% (in combat) --> automaticly Stimpak
(And the armor is talking to you^^)
V1.1 Now you will get Stimpak when your health is lower than 33% (in combat) and you will get Med-X when your health is lower than 40%.
So you get both.
