Version 1:
I found this area helpful when testing out new weapons. It's a nice big room with lots of light, several spin targets, and measured distance markers. And if you want, you can spawn a critter or two.
Access the area through the sewer grate near the Raider Ramp, zone -5 -4, or just do a "COC WeaponTestRange".
The boards on the floor mark distance from the spin targets: 128, 256, 512, 1024, and 2048 units.
Use the terminal on the wall to warp in a supermutant, deathclaw, raider, talon merc, mole rat, or sentry bot. The critters do almost no damage to you, so feel free to blast them silly. Warp them in again to shoot them again. Or reset to send them all away.
