I believe that if you go into the GECK and find the behemoth in the leveled list under abominations, you can change it so that it isn't affected by knockdown, but I'm not 100% sure.
This does sound an awesome mod, though maybe just making all sawn-offs like this instead, they are not nearly as good as the normal ones I think. But turning it into a one shot weapon would be awesome, that emergency weapon you have 'just in case'. Shame about the knock-back being funny on it, is it possible to use negative numbers? That seems to work wit a number of things. The repair issue doesn't seem that bad to me, sawn-offs do tend to degrade quite quickly.

You will have to modify weapon's health, because the whole 'weapon damage multiplier' proved to be pointless. No matter how low value I've entered (0.001 for example), gun decayed significantly faster. 'Like 5 second fast' on autofire. Only thing I haven't tried is entering negative values.
Good job; one of the first things I did with the GECK was to mod the sawed-off this way, but without the knockdown effect (due to the issues you've run into) - I feel it makes the gun a viable weapon again.
neat! i can use the sawed off shotgun again! only one question, does this mod effect 'the kneecapper'? that would make the sawedoff shotgun a valuable weapon late game.
