Pickpocket in Fallout 3 and New Vegas is broken beyond belief, here's a summary of how it works:
The game calculates your sneak skill, your target's sneak skill, and the value of the object.
You have a base chance of 40 that is complemented by your sneak skillĀ (0.6 percent for each sneak point) but reduced by the value of the object by 0.6 percent per Bottle Cap and the Sneak skill of your target.
This means that is almost impossible to steal an object with a value above 100 caps, even if your sneak skill is above 80.
So I decided to tweak the value modifier to zero while changing your base chance to 25 as a compromise. Both your and your target's Sneak skill complement will vary depending on the version.
Sent me your feedback for future versions!
