It should be, though I haven't done a thorough test. The only conflict I can possibly see is the couple of NPC's that I added to Fort Independence might conflict, but I believe they should be fine.
V1 gives you a key to Fort Independence and the outposts, while V2 does not. It's just in case someone is using a mod that edits the Outcast Collection Agent quest.
