Combine multiple of the same weapon/armor for better condition without high Repair skill

I was playing a new save game, still in the vault then i got 2 10mm pistols and i needed %90 to combine them
and i didnt really like how high that was tbh

So i made it that you can combine basically everything without limits, its good to free up inventory space of doubles and keep your weapons and armour 
in good condition
