Adds the unique Hunting Rifle Paciencia from New Vegas to the game.

A Unique Hunting Rifle from Fallout New Vegas has now been added.
What Makes It Unique
The Stat differences have been put in the screenshots.
Obtaining The Gun
The weapon is located in Rockopolis, leaning against the motorcycle with ammo next to it.
There are two different versions
V1 - Uses .308 Ammo and the stats from Stat Block 1
V2 - Uses .32 Ammo and the stats from Stat Block 2, requested by the user sriniboss (Thanks for giving me the idea)
Animations aren't perfect, the bolt and clip don't move.
