   Good fix for the mod, but the desc said +1 PER when wearing glasses. This mod fixes the -1 only. Thank you

      That's how it's intended. It doesn't increase perception but rather it just makes it to where when wearing glasses you'll have the -1 PER penalty removed by adding +1 PER. I tried to emulate people IRL who only gain better sight unlike FNV where you're given super sight in the form of +2 PER when wearing glasses with Four Eyes.
