Simple mod that buffs both and tweaks both the victory and reservists rifle in vanilla FO3.

What changes are made?

-both rifles get increased durability
>Victory rifle: 300(vanilla) -> 500(modded)
>Reservists rifle: 150(vanilla) -> 700(modded)

I thought that since the Reservists rifle was suppose to be a former military rifle, hence the name reservists. It should get higher durability than the Victory, since its suppose the be hardened and seasoned through its use in the military.

-Decreased spread

Both rifles have their minimum and maximum spread set to "0" and by default it was set to "1". This fixes the issue that snipers in FO3 face, due to the janky scope and how the projectile doesn't align with the scope. By changing the spread to zero, you wont have this issue any longer, because now outside of VATS, as long as your crosshair is on the target, you are guaranteed to hit, basically basically making it like Ol' Painless and Lincoln's Repeater.

Other than the above mentioned features, nothing else was changed.

-Updates!

Durability now increased:

-Victory: 530 item HP
-Reservists: 700 item HP

Damage boost:

-Victory: 40DMG (vanilla) --> 64DMG (Modded)
-Reservists: 40DMG (vanilla) --> 72DMG (Modded)
 
Victory rifle magazine increase:

-5 mad size (vanilla) --> 6 mag size (Modded)

Reservists Rifle Crit Multiplier Increased:
 
In the vanilla game, the both the regular sniper rifle and the reservists rifle had a 5%CRIT multiplier, while the victory rifle had a 3%CRIT multiplier.Now ive changed the CRIT multiplier for the reservists rifle to 10%, since the victory rifle has the knockdown effect. I thought that the reservists rifle should get an edge and a unique feature to keep up with the knockdown effect.
