I'm all for the seamless integration of DLC content into the regular capital wasteland i'm just strictly against it being done before respective DLC is even played and finished...if there was some kind of delay mechanism for the game to acknowledge i completed particular DLC, so it would start distributing that respective DLCs content accross captital wasteland right after that like it happens in New Vegas after Honest Hearts is completed that would be greatly appreciated! Getting all these weapons before even playing respective DLCs they hail from ruins the novelty of obtaining and discovering them for the first time when playing said DLCs...not good...
I like what this mod does, but in my opinion, I think it does a little bit too much. Instead of manual editing, could you please do this with a script? Also make it kinda lighter if that's an option, basically what I'd like to have is: Pitt Raider armors and Supervisor Helmet for Raiders (but no Raider Power Armor, so it's unique to Ashur) Infiltrator (common for Talon Company mercs, maybe some high ranking slavers too) Gauss Rifle (for high ranking BoS and Outcast members) Tesla Cannon (same as above, BoS and Outcasts, but very rare) Heavy Incinerator (Enclave, very rare) Double-Barrel Shotgun (common for raiders, slavers, wastelanders, caravan guards, regulators etc.) Lever-Action Rifle (same as above, common) Steel Saw, Auto Axe (raiders, rare) Shovel, Axe (common for raiders and wastelanders)
If you're asking my reasoning it's because the goal of this mod isn't lore friendliness rather to, Distribute the DLC content hence the name, including Mothership Zeta. However to answer your literal question if anyone in the Capital Wasteland would have alien weapons it would be the BoS.
Personally I believe that the Outcasts are better suited for possessing Alien weapons. The only 2 locations in the game, where you can acquire an Alien weapon, are in the middle of the wasteland. The Outcasts have dozens of well-equipped patrols (Sentry Bots, Gatling Lasers, etc.) searching the wastes for valuable tech. They even HAVE found a few Alien energy cells already, and locked them away in the armory at Fort Independence.
I don't think that Elder Lyons' Brotherhood in Fallout 3 ever had the opportunity to acquire Alien technology. At the point in time where Fallout 3 starts, they are using all of their manpower and resources to wage war against Super Mutants in Washington D.C.
I appreciate your input and interest. However I felt the BoS, being the parent faction of the brotherhood, wouldn't have let the outcasts leave with much if any of the alien weapons. For the reasons you stated, having alien power cells and abundance of patrols, I believe I did include one alien weapon on an Outcast Defender as part of their arsenal but that may have been one of the files lost in the 2.0 update. Also on account of the brotherhood hoarding technology, and the outcasts using some conventional firearms, I included the Alloy guns and Tri-Beam Laser Rifle in the outcasts leveled item lists for the sake of disparity and lore-friendliness. (Though as previously stated lore-friendliness was the least of my concerns.)
To clarify on what I was going for in my initial post: I don't think that Elder Lyons' BoS is nearly as concerned with hoarding technology as the West Coast Brotherhood - or Outcasts for that matter. The pimary objective of the Outcasts is to search the Wasteland for valuable tech, and they do so by deploying dozens of patrols equipped with gatling laser wielding Outcasts as well as high-tech robots for example. If anyone would've found Alien technology in the Capital Wasteland throughout the events of Fallout 3, then it would've been the Outcasts.
Meanwhile Elder Lyons' BoS is overly concerned with eradicating the major threat of the Supers Mutant hordes overrunning D.C. (and later fighting the Enclave), even going as far as accepting outsiders into their ranks. But I guess you could assume that they brought some Alien technology with them when they first departed from the West Coast Brotherhood, and before the Outcasts separation happened.
Anyway, thanks for creating this mod. Integrating the weapons from The Pit and Point Lookout into the Wasteland seems like a cool and lore-friendly addition to the game. I especially like the idea of the occasional Power Armor wearing raider. The BoS and Outcasts are sometimes loosing men & equipment after all.
I'm glad you like the raider edits as the concept art for them and super mutants was the driving force behind this mod.
If you're unhappy with the implementation of Alien weapons you can order this mod's Operation Anchorage file after the Mothership Zeta file and it should replace the leveled item list to include the Gauss Rifle instead of alien guns. (An intentional feature I have forgotten to add to the mod details until now.)
