Adds a functional Vault-Tec diving helmet on top of a mannequin in Seagrave Holmes' room at Rivet City's midship deck. By using bigmill's mod as a base, I've implemented CivisRomanus' water breathing effect and fixed the helmet's stats/removed unneeded clutter. To obtain the helmet, you'll need to steal it from Seagrave's home.

Changelogs
Version 1
Initial release
Features and changes from original mod: *Implemented a functional water breathing effect on the diving helmet, courtesy of CivisRomanus. *Removed the helmet from Seagrave Holmes' inventory. You'll have to steal it from his room in Rivet City's midship deck. *Made a new Pip-Boy icon to reflect the helmet's Vault-Tec texture better. *Can be repaired with Enclave Power Helmet.
Future plans: *Make water breathing timed instead of infinite. *Create a first-person mask effect for the diving helmet.
Does not require bigmill's mod, but do go on his mod's page and endorse it: https://www.nexusmods.com/fallout3/mods/5692
