Go to the house in Megaton and pick up the floating book (or sitting on the table) directly to the left of the entrance. If you blew up the town you should still be able to get in there by typing "coc MegatonPlayerHouse". When you pick up the book, it'll give you the schematic and all the items need for one Schnapps.
