As of now, I only know of two cases where the raiders don't use the armor:
1. There's a Pitt raider in the lobby of Haven that for some reason doesn't wear the armor, I've gone through GECK three times and this raider still won't use it.
2. Krenshaw doesn't wear the armor either, I believe this may be due to the fact that Krenshaw spawns with a completely random set of raider armor.

That said, this mod combo well with Iconoclast armor replacer by edhildil.
