Allows the player to trade caps for SPECIAL points and (Coming soon) skill points.

Places a terminal in the Megaton house that allows the player to purchase SPECIAL points for 5k caps each. Patch will be coming through to allow the purchase of skill points too, with 10 skill points offered in a single skill per transaction.
Options for the trade will only appear if the player has the caps in their inventory, and options will also not appear if the player already has 10 in that SPECIAL stat. I also suggest not buying up to 10 in each stat unless the player has already obtained the Bobblehead for that stat.
Obviously, players who choose to blow up Megaton will be unable to use this terminal, so I will look into placing it elsewhere in future.
Don't know if FOSE is required.
