The story behind the rifle
Issued by a Secret Order of the High Command to American paratroopers, members of the American Special Airborne Division deployed to Anchorage, Alaska during the battle.
The American paratroopers were so enchanted by it, that they renamed "her" after one of the most iconic weapons of WW2.
To honor the memory of the first American paratrooper fallen into the battle, they also nicknamed their rifle "Wanda", the name of the hero's wife.

You'll find it in mint condition along with some interesting stuff in one of the footlockers inside the Outcasts' Armory, after finishing the simulation.
After opening the armory's door, wait for the message (~5s) and you're good to go.

1. x5 less strain on script processing that adds FG - Wanda to Outcast Armory.

Note: As a Fallout 3 weapon, FG - Wanda is the best Assault Rifle in vanilla game. If you are a member of the "Still not enough" society, go play Borderlands.
You'll get choked full of weapons on Pandora.
