Upon leaving the simulation to obtain the gauss rifle, i noticed that the weapon would not equip on my companion. I equipped it manually on command line to see that once it was fired and put away, it again would not equip. as in reviewed inventory on my companion i noticed [CANNOT EQUIP] after the line item. knowing it was a super simple fix, i started the geck and selected the fallout 3 esp as well as the anchorage (because its a dlc weapon), and disabled a single box called "player only" in weapon DLC02WeapGaussRifleWasteland which is the weapon that is not the VR version, its the one thats sitting on the shelf that you pick up.
just incase you are a do it yourself kind of guy I included the instructions above, there is only the one change in the file. I dindt want the gun to be anymore powerful, or not use ammo, i just wanted the npc to be able to fire it. thats just stupid, its a great weapon i enjoyed in new vegas (preferred the ycs-186), and fallout 4 also.. i just want to play the game my way. without cheating or having one for me and my companion. the game lets you have one, and i wanted my companion to have it.
