This is an ENB mod I have been working on over the last couple of months. After I shared some images of it some people wanted it so here it is! This ENB is supposed to make night time and interiors very dark! Daytime will be a little gloomy if you do not have the Realistic Wasteland Lighting mod linked below.
Please make sure you read this full description before commenting with something silly.
To get results like the images posted with this mod I heavily recommend using these mods:

This should be fixed but is here incase you need it - Transparency Fix
1: Download the latest d3d9.dll file here: http://enbdev.com/mod_falloutnv_v0267.htm
2: When that is finished Open the .rar file and then navigate into the wrapperVersion file
3: Drop and Drag d3d9.dll from the rar and into your Fallout 3 Installation folder (Where Fallout3.exe is found)
4: Download Eirene ENB here, once finished drop and drag it's contents into the Fallout 3 installation folder (Where Fallout3.exe is found)
5: Launch your mod manager or game and then make sure your settings look like this:
6(Optional): It is recommended you install the mods above for the best looking experience with this ENB but you don't have to.
To uninstall you have to delete all files you dropped and dragged into your installation folder! These files should be easy to pick out as they are named EnbBloom for example others might require you to look over the downloaded file.
