I did not like being unable to gain *all* perks when i just want to mess around, so i created a batch file that added most vanilla perks. I have other Mods that inject perks into the game so even without most of the vanilla perks for leveling, i can still play through, leveling, and continue to select the perks i want from the other Mods i have such as RobCo Certified and Fallout Wanderers Edition. This is only a batch file so i see no need to disallow others to copy, edit, recreate and reproduce as they see fit, as long as they do not implant it with a virus or such programs if they re-upload or re-distribute.
