All containers in elder lyons bedroom set to player ownership and persistent, so your items should survive cell resets.
A jail cell for putting those pesky essential brotherhood into.
Elder lyons bed now set to player ownership. (you may wake up with him in bed next to you unless you lock him up or are post broken steel)
Some switch lockable/unlockable doors for setting up dance partys. (if you dont want to throw the rest of the population in jail)
Posters, although they are defaults so they will work with whatever poster replacer you want to use.
Clean water fountain.

Fallout 3, thats it. Just uses vanilla resources hence why such a tiny file.
Conflicts - none so far please let me know if you find any.
Please note, I have only play tested this with obscurum and with a post broken steel save in vanilla, I am unsure how elder lyons is going to react to his bed and containers being player owned, however only the bed was set to his ownership before and I have left ref id's alone, so it probably wont be an issue. Again please let me know.

Why make this when there is a million player homes out there?
I was playing through Obscurum and still had not found its player home, saw the citadel b wing all empty and thought "gonna live here" Then remade it to be non dependent on anything but fo3

I have files that add a population to the place, including slave cleaners, celebritys, (scarlett jhohansen, sarah michelle geller, charisma carpenter, gillian anderson) and clones of some popular fo3 characters, with different hair and stuff, but there is a ton of dependency`s I would need to get permission for in order to post these without some serious tweaking.
