Well I'm 7 years late, but I'm here to say that the mod has been discontinued. If anyone else wants to continue it feel free to.
UPDATE:
Version 2 is out and adds basic dialogue to the NPCs from version1. If you find bugs please leave a comment.
This Mod adds NPCs to the Vault 116 Mod by SpyMaster.
The vault and the vault suits were completely made by him, I just added NPCs because I was getting lonely.

WHICH MEANS IT IS NOT FINISHED
I plan to add much more. There are currently no NPCs in the living quarters but I will add some.
The NPCs have no dialogue but I am adding some, so stay tuned.
I also plan to add quests.
