Introduction:
The Directed Oscillating Pulse Emitter was created by RobCo in 2075, in response to increasing fear of an attempted Red attack on America by sabotaging its own robots.
The weapon went through several prototypes, each failing catastrophically until RobCo engineers obtained schematics of a weapon designed to handle the massive power output of the pulse charge - the new Glock 91 plasma pistol. The weapons were blatantly similar, but RobCo was able to use their government influence to bury the resulting lawsuit.
Unfortunately, the weapon failed to sell due to the riots of 2076. It is believed that only one was ever sold in the DC area. It was believed to be the property of the Rivet City security force until it was 'liberated' by the Outcasts in 2271.
Changes:
Adds 1 unique weapon to the game, and replaces 1 broken terminal with a working one.

The Weapon:
D.O.P.E. -- Directed Oscillating Pulse Emitter
- Minimal damage to organic targets.
- Balanced damage to robots (weaker than pulse grenades and mines).
- Uses 5 Energy cells per shot.
- Critical hits stun a robot for 15 seconds.
- Unique weapon and moderately difficult to obtain.
- Repairable with plasma pistols. Compatible with x-repair.
