This helped lots when Fallout 3 was updated on Steam and Bethesda Launcher to remove that Games for Windows Live thing. I use the Bethesda Launcher, and when the game wouldn't open, I kept reading about the Graphics Bypass. So, I followed all the instructions here and I'm back in Fallout 3! Thanks a bunch!

I have the Fallout 3 Game of the Year Edition from GOG.com, and this works with Windows 10 and the Intel HD 5000 Graphics Chipset. Only extracted the d3d9.dll file into the Fallout 3 parent directory. I did not use the FALLOUT.ini file.
