New Additions:
Bonus Hand To Hand Damage - Additional damage with all non-unique melee and unarmed weapons.
Bonus Rate Of Fire - Small Guns require less AP.
Drunken Master - Chance of finding unique beer that increases Unarmed damage for 30 seconds when consumed.
Psychotic - Chance of finding unique Super Psycho on Ghoul corpses.
I See The Want To - Additional Critical Damage against the opposite sex.
This will add 13 new perks to Fallout 3. They are all inspired by perks in Fallout, Fallout 2, and New Vegas, as well as a couple new ones. This is a complete list:
Bonus Ranged Damage - You do an additional 3 damage with ranged weapons.
Cherchez La Femme - Lady Killer, for females.
Commie Killer - An additional 5% damage to any Chinese or Chinese descendant.
Confirmed Bachelor - Black Widow, for males.
Cowboy - Additional damage with Lincoln's Repeater.
Flower Child - 50% less chance to become addicted.
ICE CREAM! - Nerd Rage, but for low intelligence characters.
Grunt - Additional damage with military grade weapons.
Hunter - 75% extra critical damage against most mutated animals.
Light Touch - +5% critical chance, and enemies have 25% less critical chance.
More Criticals - 5% more critical hits.
Shotgun Surgeon - More damage with shotguns.
Thems Good Eatin' - Can find Blood Sausage and Thick Red Paste on Raider corpses.
Took An Arrow In The Knee - Adds Very Good karma.
There are no new perk images, just the perks themselves. I can't remember the requirements off the top of my head, but most of them require at least level 20.
