Description
===========
This makes the miniguns a bit more accurate, to line them up with the rest of the bigguns.
I planned and tested it throughly, I really feel it's the way it should have been so I had to share and release it.

Specific Changes
================
* Changed Minigun damage from 5 to 6 (eugene is still 7)
* standard spread from 2-5 to 1.5-3.75 (gatlinglaser is 0.5-2)
* eugene spread from 2-5 to 1-2.5

Changes Explanation
===================
The regular minigun damage was upped a bit, to make it closer to the unique one, otherwise it was just too weak, meaningless and uninteresting for a big gun. (especially at the hands of supermutants)

Reduced minigun spread by 50%, it was too high and useless for anything more than short range.
And reduced the unique minigun's spread even more.

How does it balance with other bigguns ?
========================================
* Flamer is still the superiour short range weapon, even more with pyro perk.
* GatlingLaser is still more powerful/accurate/responsive (as it should be)
* Both minigun/gatlings still very inaccurate at lower skill levels, as it should be.

To conclude, this doesn't make the minigun overpowered, but instead it aligns it better with the rest of the bigguns, and gives it a medium range role.
