Included is a lightweight, easy to install and WORKING (!) fix for Fallout 3's radio stutter issues.
The fix was originally uploaded by Pow_R_Toc_H on this nexus, after he found it in the Steam forums. For some reason he deleted the file from the site.
The user GoldenShadow was the one who introduced it in the Steam forums.
Instructions are included in the Readme.txt file.
This is by far the simplest and most effective fix I found for the problem, I used it myself and it worked perfectly on Windows 7 Ultimate 64bit.
