In Megaton there is a contractor near the outdoor stand who is selling Mercs for hire. Talk to her and you can hire a Warrior. There are many varients of mercs male or female and each one varies in armor and weapons. You can Hire as many as you want.

She is right by the outdoor food stand near the Atom bomb. Where you can hire mercs for free of charge and will follow you. You won't be able to change thier armor or tell them to wait yet, in development (Fallout 3 is different from CS a bit). Just Consider them disposable as cannon fodder.
Made costs and 4 Pools of Mercs to Choose from
-Power Armor - 800
-Cheap - 300
-Random - 500
-Elite Commando 2000

Commands

Press E or Activate on Merc ONCE for Wait.
Press E Or Activate again to make them follow.
Very sensitive and should work foolproof. First time might not work as the Flag is added but will work gurenteed.

Mercs that are free and random for those who don't care.

Gave them commands to stay or wait. Just press e on them and they wait and press E again for follow. Very sensitive.
Added Elite Commando Mercs with thier own armor and weapons. They are dependable unlike the other mercs and costly. Added texture myself from vanilla :D.
