Power armor are generally improved to have more damage/radiation/fire/energy resist. Other bonuses and penalties have been slightly altered.
Without training : You get to wear it, but don't expect bonuses (except minimal ones) and expect some penalties.
With training : You get all the bonuses to their full extent.
