      I know this is very late, but check out Desert Ranger Interface. This should also work in F:NV, but I haven't tested it myself, and Desert Ranger Interface (For F:NV) works pretty well and is a re-creation of this mod, or at least inspired by it.

   I really LOVE this MOD it is AMAZING GREAT WORK!!! you are amazing too. please is there any way this can be ported to new vegas :)
   
   EDIT: I just read that this mod also works with new vegas AND I can confirm It does!!! Great forget what did I just say before

   I do not have fallout 3 anymore, but i do have new vegas with the revelation interface mod. i wonder, does this work for new vegas?

   this completely ruined my hud.even after uninstalling,my hud was still screwed up.i highly recommend to anyone reading this DO NOT USE THIS MOD,as you will be forced to do a fresh re-install of your game to get it back to normal.
