A replacement skeleton that can use Oblivion clothes and armour without needing to rerig them. That's it. Makes converting your favourite mod to Fallout a lot quicker and easier.
That said, it doesn't produce perfect results.
This is just the Fallout skeleton with missing bones added in the appropriate place. It will not magically convert Oblivion .ESPs to work in Fallout or do anything else- just save you half an hour's worth of rigging when converting file types.
Do not ask how to convert meshes in the comments section. This is a resource for people who know what they're doing, not a tutorial for those who don't.
PLEASE NOTE: Whilst this skeleton makes it possible to convert and use the standard Oblivion armours (like the Legion armour in the screenshots) they can't be redistributed, so don't. Plus, if you've converted someone else's work and want to redistribute it, get permission.
This seems a bit hectoring but just covering my bases here.
