Adds a time slowing drug.

Updated version 1.3, visuals are nice and smooth now with a red effect.

Adds the time slowing drug from the anime Serial Experiments Lain. The drug can be found on the desk in the Megaton clinic and in chem containers all over. Despite what you may think this drug is mostly harmless, you still can't dodge bullets, you just see them slowly coming towards you and there's nothing you can do!

To install: unrar to Fallout 3 folder and tick accela in the data files menu.

Known issues:
-The load-persistent issue has been fixed, the effect still persist for some ten seconds after you load, but then it resets to normal (you can still use VATS to reset it)
-IMPORTANT: As a result of this fix the mod is incompatible with any other mod that changes the speed of the game. (Bullet time mods etc.)
-Vats can now be used while under the effect of accela, but I haven't tested it properly so it might cause some minor issues (like the visuals ending before or after the effect etc.)
-Initiating dialogue while under accela will break the effect.
