"According to 'Fallout Wiki' timeline, Fallout 2 ended around 2242. It was then that the refugees of Vault 13 and Arroyo founded the town of New Arroyo.

Soon afterwords a Vault 13 splinter group, fearing the remaining Enclave and FEV, left and travel eastwards. During this time they encountered the BoS, who were also traveling eastwards, but for different reasons.
Soon after arriving in the DC Wasteland, they found an abandoned shelter below Jefferson Memorial. They began an expansion project, modeling it after the Vault 13 they left behind.
Although Rivet City was close by, their help wasn't asked for. The decision was made to work in secret, "for fear the Enclave may be watching". It went slow and their numbers few, but by 2250 they completed the vault
They had reconnected with the BoS and found that their worst fears had come true; The Enclave and the Super Mutants had made it to the Capital Wasteland.
Above in Jefferson Memorial, a group of scientists and engineers and begun work on 'Project Purity'. To the refugees of the new Vault 13, this was the best hope of combating the FEV and Super Mutant threat. While maintaining a low profile, they assisted the project with technical advice and logistics. Then they went about bolstering their defenses.
The BoS realizes that allies in hiding could be the best defense against this new threat. While maintaining secrecy of their own, they began supplying the Refugees with turrets, weapons and armor. This of course helps fuel the friction within the BoS which will eventually lead to the Outcast faction splitting off.
In 2258 'Project Purity' is abandoned as the lead scientist leaves the facility with his infant child and the rest of the staff then disperse. The Vault 13 Refugees, now more fearful of their enemies, remove all trace of their activities on the surface and seal the vault, never to be heard from again...

Install
=======
1. Copy the .esm file to C:\Program Files\Bethesda Softworks\Fallout 3\Data
2. Start FOMM Launcher, check off Vault 13.esm, and start up the game.
Uninstall
=========
1. Start FOMM Launcher, uncheck the Vault 13.esm
2. Delete the .esm file from C:\Program Files\Bethesda Softworks\Fallout 3\Data
