Removes the zoom effect from scopless weapons, but adds it back in if you have a PA helmet or the Cyborg perk. An old mod of mine.

This solves the disappearing forearm problem associated with the experimental version of this patch.

Prevents this mod from breaking SHJP's jump height increase. If you have the perk, PPA's ROCs do nothing, but without the perk, they function as normal.
