It is placed in the same folder as Fallout3.exe.

What does it fix?
There's no definitive list yet, but it definitely fixed my problem, which was a crash at starting a new game in Windows 7.

Specifically, Fallout 3 does not, for some reason, like laptops with Intel GMAs (Graphic Media Accelerators) and crashes more frequently on them. This DLL, when placed in the same folder as Fallout3.exe, fixes that and allows you to actually play the game. I've played through the entire game, no issues at all.

This DLL is specifically made to resolve issues arising from having an Intel GMA. Here's a quick FAQ:

Q: How can I tell if I have an Intel GMA?
A: Does your laptop have and Intel processor and a Nvidia video card? If so, you probably have a GMA.

Q: Does this file fix (insert issue here)?
A: It might. It's specifically to fix issues arising from the interaction between FO3 and Intel GMAs, but it won't hurt your game if you install it.

Q: I installed this, and tried to launch my game with FOSE. Nothing happened, what gives?
A: There are no compatibility issues between this file and FOSE. Any issues are likely due to how FOSE is installed on your computer and/or other mods that may cause FO3 to crash.

Q: I found out that your .dll doesn't like (insert mod here). What should I do?
A: First, tell me, and tell the author of the offending mod. I'll list it as a non-compatible mod until it is fixed. However, since this file does not edit any game files, I sincerely doubt any mod will be incompatible.

Q: It doesn't work/makes my issues worse!
A: Well, this isn't really a question, but I make no promises that will help you. It might help, but if it does not, I provide no support and can only recommend that you remove the file from the installation folder.
