Adds an small vault with some enclave soldiers and an unique flamethrower.

A small vault near Vault 101 with 2 enclave soldiers and some random items, also a unique flamethrower called the
Firestarter which does some more damage than the normal one.
You can get to it by starting at Vault 101 and follow the cliff wall on the left.
This is my first mod and it's nothing special yet, I'm still learning.I'm aware it lacks a lot but I'll improve!
