i think FOSE is needed
INSTALL -------- 1.Extract to a folder outside of fallout 3s folder 2.copy and paste the Ipip folder into fallout3/data/sound/voice. if there is not a voice folder make one. 3.copy and paste the Ipip.esp into the data folder. 4.start up FOMM, check off Ipip.esp 5. start up FO3 and hit tab and go to data on your pipboy and hit radio, and select Ipip
UNINSTALL --------- 1. delete data/sound/voice/ipip 2.delete data/ipip.esp and youre good to go!
